On March 2, 2026, HMS Partner Todd Stewart testified before the Pa House Energy Committee at a hearing dedicated to Net Metering. Todd was asked to speak as an attorney that represents a large number of net metered projects in Pennsylvania. Todd made a convincing case for continuation of net metering and a proposal for the best way to sunset net metering when it has reached the limits of actual consumption.
